On May 13, 2024, at a ceremony presided by the Governor General, Her Excellency the Right Honourable Mary Simon, at Rideau Hall, on unceded Algonquin territory in Ottawa, Ontario, Canada’s new Prime Minister, Mark Carney, was sworn in alongside members of the 30th Canadian Ministry (Cabinet). The new Cabinet includes 28 ministers, supported by 10 secretaries of state. Of these, 24 are new to Cabinet and 13 are newly elected Members of Parliament. The Cabinet will set priorities for the next federal government when Parliament opens with a speech from the throne by King Charles III on May 27, 2025.
Key Updates
There are new ministers leading both Crown-Indigenous Relations and Indigenous Services. Gary Anandasangaree, who previously held the portfolio of Crown-Indigenous Relations and Northerns Affairs (CIRNA), is now Minister of Public Safety. He is replaced by Rebecca Alty, Member of Parliament for the Northwest Territories. Patty Hajdu, former Minister of Indigenous Services (ISC), is now Minister of Jobs and Families and continues to be the Minister responsible for the Federal Economic Development Agency for Northern Ontario. Mandy Gull-Masty, Member of Parliament for Abitibi–Baie-James–Nunavik–Eeyou and former Grand Chief of the Cree Nation Government in Quebec, is now Minister of Indigenous Services.
Other key ministers returning or reassigned include:
- Minister Dominic LeBlanc is now President of the King’s Privy Council for Canada and Minister responsible for Canada-U.S. Trade, Intergovernmental Affairs and One Canadian Economy.
- François-Philippe Champagne remains as Minister of Finance and will also be responsible for National Revenue.
- Sean Fraser is now Minister of Justice and Attorney General of Canada and Minister responsible for the Atlantic Canada Opportunities Agency.
- Joanne Thompson remains as the Minister of Fisheries, Oceans, and the Canadian Coast Guard.
In addition to changes in leadership, new ministries have been added. These include the Minister of Artificial Intelligence and Digital Innovation, the Minister of Canadian Identity and Culture, and the Minister of Government Transformation.
Secretaries of State
The new Cabinet includes 10 Secretaries of State. Secretaries of State provide leadership on specific issues or priorities within the broader portfolio of a Cabinet minister. They are not members of Cabinet but may participate in Cabinet or Cabinet Committee meetings when matters related to their responsibilities are raised, providing support and policy expertise in discussions.
Indigenous Members of Cabinet
This Cabinet includes three Indigenous representatives:
- Mandy Gull-Masty, former Grand Chief of the Cree Nation Government in Quebec, Member of Parliament for Abitibi–Baie-James–Nunavik–Eeyou, is now Minister of Indigenous Services.
- Rebecca Chartrand, Member of Parliament for Churchill–Keewatinook Aski, is Minister of Northern and Arctic Affairs and Minister responsible for the Canadian Northern Economic Development Agency.
- Buckley Belanger, Member of Parliament for Desnethé–Missinippi–Churchill River, is Secretary of State (Rural Development).
