Join the Assembly of First Nations (AFN) for a series of online information sessions on the Draft Settlement Agreement on Long-Term Reform of First Nations Child and Family Services (FNCFS). Each session will explore a specific topic related to reform, providing an in-depth look at the Draft Settlement Agreement on Long-Term Reform.
Please note, these sessions are in addition to the Assembly of First Nations (AFN) and Indigenous Services Canada’s (ISC) in-person Regional Engagement Sessions on the Draft Settlement Agreement on Long-Term Reform of the First Nations Child and Family Services (FNCFS) Draft. Dates for these sessions will be announced shortly.

Session Topics and Schedule
July 25, 2024 – Chapter 1: Overview of the Draft Agreement
Participants will learn about the Draft Agreement on Long-Term Reform of FNCFS, which was announced on July 11, 2024, valued at over $47.8 billion over the next ten years. This includes an overview of the Draft Agreement, the reformed funding model components, and a summary of the forthcoming virtual and in-person engagements on the Draft Agreement.
August 8, 2024 – Chapter 2: Protection Funding in the Draft Agreement
Participants will learn about protection funding in the Draft Agreement, including sections of the agreement focused on Agencies offering protection services. This includes an overview of the Operations and Maintenance funding for intake and investigation, child service purchase, legal fees, etc., as well as an overview of least disruptive measures, which are actions or services mandated through provincial or Yukon legislation that seek to prevent separation or support reunification.
August 22, 2024 – Chapter 3: Prevention in the Draft Agreement
Participants will learn about elements of the Draft Agreement that are focused on prevention, including least disruptive measures. This includes funding for prevention services, housing, remoteness, First Nations Representative Services (formerly known as Band Representative Services), household supports, and post-majority.
September 5, 2024 – Chapter 4: Governance and Accountability
Participants will learn about key governance, accountability and performance measurement tools in the Draft Agreement. The session will provide an overview of the governance of the agreement, dispute resolution, enforcement, and the Canadian Human Rights Tribunal’s jurisdiction. The session will also include performance measurement information, including national and regional secretariats, additional research on remoteness, and program assessments.

Settlement Agreement on Reforms to the First Nations Child and Family Services Program
On July 11, 2024, the Assembly of First Nations (AFN), Chiefs of Ontario (COO), Nishnawbe Aski Nation (NAN) and Canada reached a $47.8 billion Draft Settlement Agreement on Long-Term Reform of FNCFS. The Draft Settlement Agreement addresses the discrimination found by the Canadian Human Rights Tribunal and gives Frist Nations greater control over services provided to their citizens. The Draft Agreement is subject to engagement and approval of First Nations leadership.

Special Chiefs Assembly – Long-Term Reform of First Nations Child and Family Services
The AFN will host the Special Chiefs Assembly on Long-Term Reform of First Nations Child and Family Services from September 17-19, 2024, at the RBC Convention Centre, located on the ancestral lands of the Anishinaabe, Ininew, Anisininew, Dene, and Dakota, within Treaty No. 1 Territory in Winnipeg, Manitoba.
