Statement from the National Chief on the Senate’s Approval of Bill C-5, One Canadian Economy Act

(June 27, 2025 – Unceded Algonquin Territory, Ottawa) – National Chief Cindy Woodhouse Nepinak made the following statement today in response to the Senate’s approval of Bill C-5, the One Canadian Economy Act:

“We lift up the Senators and Members of Parliament who spoke out in favour of First Nations rights during the very narrow legislative window provided for Bill C-5. In particular, we thank Senator Paul Prosper, who introduced an amendment to have free, prior, and informed consent expressly included in the Bill. We also recognize the 28 Senators who voted in favour of this proposal. Despite their support, and Canada’s claim that free, prior and informed consent is at the heart of this Bill, these vital references remain absent.

We also lift up the First Nation right holders who have been speaking up about Bill C-5, despite being turned away and uninvited by Parliamentary Committees. This hard discussion is moving to the next stage, but the honour of the Crown is still at stake. Canadians and Parliamentarians should know that First Nations are united. Our rights are not for sale.

Last week, Prime Minister Mark Carney agreed to host a national gathering with First Nation rights holders next month in Ottawa on Algonquin Territory. Rights holders are patiently waiting to have their voices heard.

The Assembly of First Nations (AFN) will organize a second National Virtual Forum with Chiefs on July 10, 2025, to discuss the amendments made to Bill C-5 and the next steps. We will also consult with Elders and accelerate plans to host our Annual General Assembly on Treaty One Territory in Winnipeg, Manitoba, on September 3-5, 2025.”
