Make Your Voice Heard on Bill C-20, An Act respecting the establishment of Build Canada Homes.
An Act respecting the establishment of Build Canada Homes, Bill C-20, has completed second reading and is under consideration by the House of Commons Standing Committee on Human Resources, Skills and Social Development and the Status of Persons with Disabilities (HUMA). The legislation will establish Build Canada Homes as a Crown corporation with a mandate to build affordable housing in communities across the country.
Members of the committee will submit to the clerk all of their proposed amendments to Bill C-20, An Act respecting the establishment of Build Canada Homes no later than 4:00 p.m. on Friday, April 24, 2026.
Housing is a critical priority for First Nations. Too many of our communities are struggling with a long-standing housing crisis. This crisis impacts the health and well-being of our citizens and Nations. It denies our people a basic human right. And it impedes progress on so many of our priorities.
We agree we need urgent action on housing. But Bill C-20 needs changes to ensure it doesn’t deepen the crisis.
Bill C-20 creates a new federal Crown corporation with significant power, funding, and influence over housing. But the Bill does not guarantee First Nations representation, decision-making, or partnership. The legislation must be changed to guarantee the Board of Directors include someone who is First Nations.
The legislation must also include distinctions‑based funding and supports, along with clear objectives to ensure that Build Canada Homes meaningfully addresses the First Nations housing gap.
Bill C-20 does not explicitly recognize First Nations rights and does not recognize First Nations jurisdiction or guarantee First Nations participation in governance. This recognition must be included in the Bill.

We urge all First Nations to share their views on Build Canada Homes, Bill C-20 with the federal Minister of Housing and Infrastructure, Members of the Committee studying the bill, Members of Parliament and Senators.
